It is not entirely clear whether from the baptismal name Vitãlijus, Vitãlis, or, which is perhaps even more plausible, especially due to the variant Vi̇̀telis, with the suffix -alis characteristic of Zemaits, it is made from Vi̇̀tas (see) or something like thimm.
